Norfolk Standing Order 23-2/Newport News Standing Order 23-2 --- Confirmation Hearings in Chapter 13 Cases. Pursuant to the Norfolk and Newport News Standing Order 23-2, entered on March 17, 2023, by Bankruptcy Judge Stephen C. St. John and Chief Bankruptcy Judge Frank J. Santoro, for the Norfolk and Newport News Divisions of the Court, it is ORDERED that:
- Effective June 1, 2023, Norfolk and Newport News Standing Order 18-1, entered on October 9, 2018, is VACATED. That Order provided that Confirmation Hearings would be held in Chapter 13 original and amended plans, which were filed on or after October 29, 2019, in the Norfolk and Newport News divisions of the Court without regard to whether objections were filed to the plan.
- For Confirmation Hearings on original or amended Chapter 13 plans scheduled on or after June 1, 2023, such hearings shall be held only if an objection to confirmation is filed timely and either is not resolved or for which an amended plan is not filed prior to the scheduled Confirmation Hearing. Counsel and parties should refer to the Undersigned Judges’ Procedures for Hearings pages on the Court’s website (www.vaeb.uscourts.gov) for hearing dates and times and for information regarding canceling hearings.

Norfolk Standing Order 23-1/Newport News Standing Order 23-1 Rescinding Two Standing Orders Entered on September 1, 1994 - For the Norfolk and Newport News Divisions only, the Court entered Norfolk Standing Order 23-1/Newport News Standing Order 23-1 rescinding two standing orders entered on September 1, 1994. Both orders, which set forth procedures for adding creditors in no asset bankruptcy cases, have been rescinded as the procedures set forth therein have not been utilized for many years and do not accurately reflect present requirements.
Newport News Division Courthouse to reopen Tuesday, March 7, 2023 - The United States Bankruptcy Court for the Eastern District of Virginia is pleased to announce that the Newport News Division Courthouse will reopen Tuesday, March 7, 2023. (The Courthouse has been closed for repairs due to a water intrusion event since December 25, 2022.)
AMENDED PUBLIC NOTICE (02/11/2022)
For the Norfolk and Newport News Divisions only, the Court has adopted a new scheduling procedure regarding Chapter 13 confirmation hearing times, effective with respect to confirmation hearings held on or after April 8, 2022 in the Newport News Division and on or after May 3, 2022 in the Norfolk Division. IMPORTANT ANNOUNCEMENT
Standing Order 21-11, following a temporary period of district-wide suspension June 14-18, 2021, inclusive, at the direction of the Court, is reinstated effective on and after June 19, 2021. That Order, which is applicable district-wide, establishes a modified temporary protocol for filings by unrepresented (pro se) persons who should read the Order prior to filing voluntary petitions and other documents with the Court (June 18, 2021, Update).

Effective Tuesday, February 15, 2011, and thereafter, all hearing cancellations, in the Norfolk and Newport News Divisions, must be received by the Clerk’s Office no later than 3:00 p.m., on the business day prior to the hearing.
In the event of inclement weather, the Newport News Division of the U. S. Bankruptcy Court, Eastern District of Virginia, follows the operating status of the Newport News Division of the U. S. District Court. The status of the U. S. District Court is announced on local radio and television stations.

Important Security Information
Visitors enter the courthouse through the building’s main entrance on West Avenue. You will be required to walk though a magnetometer and your bags will be screened by an x-ray machine. You will be required to show a photo ID issued by a government agency, such as a driver’s license. Members of the public are prohibited from bringing cell phones, pagers, PDAs, laptop computers, cameras, tape recorders, and all other personal electronic devices into the courthouse. There are no lockers available to store these items while you visit the building.
Attorneys who require laptops for their courtroom presentations must receive prior approval from a judge.
